You can use the telnet-server command to enable a telnet server and restrict access to it.
[no] telnet-server {enable|restrict}
To enable the Telnet server:
[no] telnet-server enable
To restrict a network object from accessing the Telnet server:
[no] telnet-server restrict <network-object>
